Agency vehicle may be available; however, mileage is reimbursed for some activities requiring use of personal vehicles. Selected applicant must be able to attend approximately 5 working days of staff development orientation in Lytle, TX.



GENERAL DESCRIPTION OF DUTIES AND RESPONSIBILITIES:
Works under the direct supervision of the Child and Adolescent Program Director. The Youth Empowerment Services (YES) Manager will be responsible for monitoring and oversight of initiatives and contracts inclusive of YES Waiver, Wraparound services, Texas Systems of Care (TSOC), and others as assigned. Participates in Community Resource Coordination Group (CRCG) meetings. Is responsible for managing the delivery of YES services, reporting to local, state, and partner agencies on project status and participating in quality assurance of program service provision. Promotes the organization as a quality provider of behavioral health services. Provides oversight, guidance, and supervision to the Wraparound Facilitators across the agency. Responsible for administrative activities in the areas of responsibility. Work involves assisting in establishing program goals and objectives; assisting in developing program guidelines, procedures, policies, rules, and regulations; developing standards for achieving program goals; and evaluating program activities. Performs moderately complex consultative and technical work in the planning, development, and implementation of the agency provider program. Work involves providing consultative, training, and technical services to agency program staff and contracted providers, other governmental agencies, community organizations, and the general public. Travel required.

MINIMUM JOB QUALIFICATIONS:
  • Bachelorís Degree in Social, Behavioral, or Human Services plus five (5) years of work experience which includes one (1) year of experience supervising/directing multiple staff members, preparing budgets, and establishing strategic goals and objectives.
  • Must meet Qualified Mental Health Professional (QMHP) qualifications.
  • Must reside in service area.
PREFERRED JOB QUALIFICATIONS:

KNOWLEDGE, SKILLS AND ABILITIES:
  • Knowledge of mental health and IDD, community service delivery, and the needs of consumers who have major mental illness and concomitant behavioral disorders, i.e., chemical dependency, personality disorders.
  • A comprehensive knowledge of services components, policies, and daily operations of a community mental health center. Requires the ability to understand and interpret pertinent policies and procedures accurately and clearly to staff.
  • Knowledge of local, state, and federal agencies/resources available to assist in improving the condition of the consumers and their families. Working knowledge of center documentation, administration reporting, and organizational skills.
  • Must have effective leadership skills, including the ability to establish and maintain effective working relationships with co-workers, other agencies, and supervisory personnel.
  • Ability to manage program activities; to establish goals and objectives; to devise solutions to administrative problems; to develop and evaluate administrative policies and procedures; to prepare concise reports; and to plan, assign, and/or supervise the work of others.
  • Must have thorough knowledge of Camino Real productivity standards, requirements, and expectations for child and adolescent program and accurately communicate those requirements and expectations to staff.
